Стратегические Аспекты Сохранения Человеческого Капитала В Условиях Системного Кризиса

Abstract

В статье обоснована зависимость прямого и обратного преобразования человеческого потенциала в человеческий капитал согласно изменению фаз экономического цикла. Экономическому росту соответствует капитализация человеческого потенциала. На фазе спада человеческий капитал трансформируется в человеческий потенциал. Показаны ключевые противоречия между краткосрочными и долгосрочными интересами Украины при проведении государственной социальной политики в условиях системного кризиса. Отсутствие системности при реализации государственной социальной политики в отношении новых для Украины социальных групп (внутренне перемещенные лица; граждане, проживающие на неподконтрольных центральным органам власти территориях; беженцы в третьи страны) ставит под угрозу сохранение человеческого капитала страны и снижает возможности для посткризисного экономического роста. Предложены пути сохранения человеческого капитала страны в контексте усовершенствования государственного стратегического планирования.
