Пути Вывода Заработной Платы Из «Тени»

Abstract

В статье исследована проблема нелегальной выплаты заработной платы и мероприятия Украины, направленные на ее решение; обосновано, что введение пропорциональной системы налогообложения доходов физических лиц не только не способствовало«детенизации» национальной экономики, но и привело к уменьшению поступлений в государственный бюджет, а изменения в законодательстве Украины, направленные на уменьшение ставки единого социального взноса из-за недостаточности средств, не могут быть реализованы большинством предприятий. С целью вывода заработной платы из «тени», предложено вернуть прогрессивную шкалу налогообложения доходов физических лиц, установить дифференцированный минимальный размер единого социального взноса для различных категорий работающих, снизить без каких-либо дополнительных ограничений ставку этого взноса и определять минимальный размер пенсии пропорционально количеству лет отработанного пенсионерами обязательного трудового стажа.
