Abstract

Выделены и систематизированы основные факторы, определяющие формирование потребностей в человеческом капитале в инновационной социально-экономической системе: развитие наукоемких высокотехнологичных производств; увеличение доли услуг в структуре производства; изменение форм и методов ведения хозяйственной деятельности; уровень вознаграждения за реализацию человеческого капитала; влияния государства на экономические процессы; особенности инновационного потенциала и структуры экономической системы в определенной юрисдикции. Уточнены основные направления модернизации человеческого капитала в инновационных социально-экономических системах, которое заключается в совершенствовании социальных стандартов и социальных инструментов на основе сбалансирования интересов государства, работодателей, наемных работников, профсоюзов и социальной сферы (образование, здравоохранение) для целей обеспечения достойного уровня жизни населения за счет получения адекватных трудозатратам доходов, охраны окружающей среды, защиты прав человека, содействия равенству и социальной справедливости.
