Влияние Прибыли Сельскохозяйственных Предприятий На Формирование Доходов Местных Бюджетов

Abstract

Рассмотрено современное состояние управления местными финансами как наиболее децентрализованное направление публичного сектора. Раскрыто влияние прибыли сельскохозяйственных предприятий на формирование доходной части местных бюджетов и развитие территорий. Проанализированы доходы и расходы местных органов власти, трансфертная политика по отношению к местным бюджетам. Выделены проблемы дальнейшего развития, решение которых тормозится отсутствием соответствующих изменений в других секторах. Выявлены пути преодоления указанных проблем через принятие и реализацию Концепции реформирования местного самоуправления и территориальной организации власти и изменений к Бюджетному и Налоговому кодексам.
