Abstract

На основе глобального, национального и регионального измерения человеческого развития в Украине обоснованны рекомендации и предложения по формированию ведущих составляющих механизма государственного управления «жизнью по-новому». Раскрыты возможности внедрения системы ППБ (Прогнозирование, Программирование, Бюджетирование) человеческого развития в регионах и государстве в целом. В условиях необходимости децентрализации власти определены расходные полномочия местных органов власти (область, район, город, село, поселок) в социально-экономическом развитии регионов и в структуре территориальных воспроизводственных процессов.
