Четыре Принципа Управления Высшим Образованием

Abstract

Степень соответствия четырем взаимосвязанным принципам: автономии университета, защищенности занятости, академической свободе и выборности определяет особенности систем высшего образования. Стратегии управления образованием в развитых странах как Западной Европы, так и США, построены на одновременной поддержке этих четырех принципов. Все четыре, как цели, были отвергнуты реформой высшего образования в России. Их место заняли показатели рейтингов, что привело к искажению трудовой мотивации персонала, вымыванию лучших преподавателей. Реорганизация университетского управления после 2012 г. заключалась в замене управления снизу на основе внутривузовской демократии на управление сверху, назначенными государством должностными лицами. Это привело к низведению социального статуса ученого, возникновению болезни краткосрочности. Следует восстановить соответствие четырем принципам управления, чтобы на равных конкурировать с зарубежными университетами.
