Правовое Обеспечение Управленческой Деятельностью В Системе Правоохранительных Органов

Abstract

Прогнозирование направлений и результатов действия законов, указов и регламентов представляется важной, но сложной задачей. Тем более, что, как бы ни относились руководители и сотрудники всех, в том числе и органов внутренних дел, к этим правовым ак­там, но выполнять их и считаться с ними в управленческой деятельности совершенно необходимо. Наука управления исходит из того, что своевременный учёт информации о внутренних процес­сах в любой системе и ее осмысление позволяют принимать обоснованные разумные управленческие решения, совершенствовать внутрисистемные свя­зи, повышать эффективность взаимодействия с внешней средой. В статье рассматриваются административно-правовые особенности общей теории управления правоохранительной деятельностью органов внутренних дел. Представлен авторский взгляд на существующие противоречия, являющиеся необходимым и существенным фактором развития правоохранительных органов, как сложной социальной системы.
