Развитие Государственно-Частного Партнерства В Регионе: Организационно-Правовой Механизм

Abstract

Автором выделены основные проблемы в организационном механизме управления государственно-частным партнерством на уровне субъекта РФ и необходимости развития данного механизма. Проведено исследование нормативно-правового регулирования в области развития государственно-частного партнерства в субъекте Российской Федерации; организационного механизма развития ГЧП в Республике Мордовия и функции отдельных ее элементов. В статье также рассматривается отраслевая структура портфеля инвестиционных проектов в Приволжском Федеральном округе, а также уровень развития регионального законодательства о ГЧП в РФ за 2014 г. Автором выделены основные этапы развития системы государственного управления проектами ГЧП, разработаны предложения по созданию ГЧП-центра с определением перечня услуг, что позволит финансировать инвестиционные проекты, направленные на развитие инфраструктуры и реализацию инновационных проектов.
