Abstract

На основе анализа концептуальных подходов к формированию и развитию кластеров в экономике Беларуси и существующей зарубежной практики автор предлагает алгоритм их формирования для современных условий. Основное внимание уделяется анализу взглядов на роль и место кластеров в социально-экономическом и инновационном развитии Республики Беларусь и различий в подходах к кластеризации в ключевых странах-участницах ЕАЭС. Основываясь на изучении принятых нормативно-правовых актов и результатах анализа концептуальных подходов к использованию кластерной модели в экономике Республики Беларусь, автор делает вывод о наличии определенных возможностей для использования кластерной модели развития. Сформулирована цель и задачи государственной кластерной политики, предложены мероприятия по практической реализации разработки и создания кластера, что создает условия для повышения уровня конкурентоспособности национальной экономики.
