Высокотехнологичный Экспорт Снг: Проблема Измерения

Abstract

В статье рассматривается проблема формирования согласованного подхода к определению высокотехнологичного экспорта и его измерению на пространстве СНГ, необходимого для мониторинга программ Содружества Независимых Государств в области инновационного развития, а также стратегий долгосрочного социально-экономического развития, направленных на модернизацию и структурную перестройку экономик государств-участников. Принимая во внимание положительный опыт международных организаций и Евросоюза в решении этого вопроса, необходимо учитывать особенности социально-экономического развития в регионе СНГ, а также те подходы, которые уже применяются в отдельных странах СНГ. Зарубежный опыт в определении и измерении высокотехнологичного экспорта носит статистический и аналитический характер в то время, как в странах СНГ преобладает нормативный подход, обусловленный необходимостью государственной поддержки в целях модернизации экономики.
