Энергосбережение Как Инструмент Социальной Модернизации Казахстана

Abstract

В статье всесторонне рассмотрены и проанализированы основные моменты Программной статьи Президента Республики Казахстан Лидера нации Нурсулташ Назарбаева «Социальная модернизация Казахстана: Двадцать шагов к Обществу Всеобщего Труда», в аспекте продвижения процесса модернизации ЖКХ и жилищных отношений, которая должна сопровождаться усилением активности граждан и раскрытием их творческого потенциала. В рамках принятой и реализуемой «Программы развития регионов Республики Казахстан до 2020 года», главная задача которой обеспечение комфортных условий проживания населения, в том числе через модернизацию и реформирование ЖКХ на основе принципов ЭВОЛЮЦИОННОСТИ, ОБЩЕЙ ОТВЕТСТВЕННОСТИ, ПАРТНЕРСКОГО УЧАСТИЯ, СТИМУЛИРОВАНИЯ и ПРОФЕССИОНАЛИЗМА, которые становятся ключевыми. Таким образом, задача повышения степени самоорганизации общества в развитии вопроса энергосбережения становится весьма актуальным.
