Тенденции Развития Жилищно-Коммунального Хозяйства В Экономике Беларуси

Abstract

Исследуются теоретико-методологические и практические аспекты функционирования отрасли жилищнокоммунального хозяйства (ЖКХ) в рамках сложившихся противоречивых тенденций его развития. Проводится сравнительный анализ условий осуществления рыночной и поэтапной эволюционной реформы в экономике Беларуси. Представлена авторская концепция трансформации системы ЖКХ, включающая проведение организационноуправленческой реформы в системе Министерства ЖКХ; создание системы целевых персонифицированных государственных субсидий, направляемых конкретным категориям финансово недостаточно обеспеченных граждан; формирование системы научно обоснованных затрат, превышение которых жестко ограничивается.
