Abstract

В данных тезисах к конференции сделана попытка рассмотреть актуальные вопросы, относящиеся к жилищно-коммунальному хозяйству (ЖКХ) России, а также в равной мере к регионам России. Изменилась страна, но еще не изменились подходы и принципы рассмотрения роли ЖКХ в экономике страны и в развитии социальной жизни населения. Так, до сих пор город рассматривают как приложение к промышленности. Население страны не хочет быть просто получателем блага, оно хочет иметь благо уже другого качества и с разрывом во времени. Оно хочет быть активным потребителем и участником, способным влиять на процесс.
