Abstract

В статье рассматриваются основные проблемы и перспективы социально-культурной сферы в России, ее возрастающее значение для развития общества. Анализируются основные формы взаимодействия государства и бизнеса, включая социальное партнерство. Исследуются основные проблемы развития, в первую очередь связанные с бюджетным финансированием отрасли, привлечения частных инвестиций, повышения ее экономической эффективности и значением обеспечения доступности социальных и культурных услуг для граждан. Отмечается особая роль государства в социально-культурной сфере с учетом бюджетного финансирования, особой общественной значимости указанных услуг для населения. В статье выделяется государственно-частное партнерство (ГЧП) как эффективный инструмент развития социально-культурных услуг. Акцентируется внимание на существующем состоянии федерального и регионального законодательства в области государственно-частного партнерства, на имеющиеся в настоящее время риски частных партнеров. Анализируются основные проблемы развития ГЧП и пути их решения.
