Институционально-Экономические Причины «Теневизации» Малого Бизнеса России

Abstract

С позиций институциональной теории трансакционных издержек и отдельных положений экономической теории преступлений и наказаний анализируются причины широкого развития теневой экономической деятельности в сфере малого и среднего предпринимательства России. Приводится развернутая типология легальных издержек и издержек внелегальности, при этом все издержки анализируются с точки зрения наличия «тенеобразующего» эффекта. Обосновывается объективное существование в бизнесе оптимальной степени легальности, которая может меняться в зависимости от изменения условий функционирования. На основе полученных авторами эмпирических данных подтверждается гипотеза о стабильном существовании в нашей стране «тенеобразующих» условий деятельности малого бизнеса. Доказывается, что в деятельности малого и среднего предпринимательства в России теневая составляющая весьма значительна. Сформулированы приоритетные направления противодействия криминализации предпринимательства в малом бизнесе.
