Политическое Участие Малого Бизнеса Как Стратегия Защиты Собственности В Российских Регионах

Abstract

В статье через призму теории прав собственности (на примере двух российских регионов) рассматривается минимизация рисков ведения бизнеса предпринимателями с депутатским мандатом. Прямое участие в политике анализируется как одна из стратегий защиты прав собственности, а другие стратегии, описанные в литературе, подвергаются критическому анализу. Проверяется положение о том, что приход представителей малого и среднего бизнеса в органы законодательной власти в регионах обусловлен нестабильностью институциональной среды и слабой государственной защитой частного собственника. Количественные данные о масштабах присутствия предпринимателей в парламентах регионов дополнены качественным исследованием практик обеспечения гарантий прав собственности этими участниками рынка. Сделан вывод о том, что сопряженные с депутатским статусом ресурсы и возможности позволяют снизить уязвимость предпринимателей в поле рынка и политики.
