Трансформация Коррупционных Отношений В Постсоветской России

Abstract

Исследователи выделяют две формы коррупции рыночную и сетевую. Под рыночной коррупцией понимается использование служебного положения в личных целях, при котором каждый человек или фирма, которые платят взятку, может получить желаемую услугу. Под сетевой коррупцией понимается использование служебного положения в личных целях, означающее, что доступ к коррупционным услугам имеют только те фирмы или индивиды, которые состоят с чиновниками в родственных, дружеских или партнерских отношениях. Делается вывод, что в России 2000-2010-х гг. наблюдается постепенный переход от доминирования рыночной коррупции к преобладанию сетевой. В статье анализируются причины данной тенденции и ее временные рамки.
