Abstract

Основными целями реформы государственного сектора в России являются повышение качества и уровня жизни граждан страны, а также создание конкурентной среды, обеспечивающей выполнение основных задач, стоящих перед государством. В качестве механизма их достижения, включая снижение коррупции, выступает достаточно радикальная институциональная модернизация всего цикла публичных закупок государства и муниципалитетов, начиная от их планирования, процедур размещения и завершая инфорсментом исполнения государственных (муниципальных) контрактов. В качестве управленческой новеллы в рамках системы закупок РФ выступает создание принципиально нового института контрактной службы.
