Abstract

Тенденции развития мировой экономики, обостряющаяся конкуренция на мировых рынках, а также мировой кризис все это требует определения новых функций экономической политики современной России. На данном этапе ключевая задача переход экономики в формат 6-го технологического уклада, который в свою очередь ориентирован на создание и воспроизводство человеческого капитала. В современных условиях обладание человеческим капиталом относится лишь к тонкому слою элиты субъектов высокоинтеллектуального труда, поскольку условием появления такого капитала и превращения человека в равноправного партнера капитальных отношений является обладание уникальными креативными компетенциями. Для развития человеческого капитала, связанного с наличием уникальных компетенций, необходимо становление экономики знаний: это новый вид экономики, основной продукт которой это не машины и механизмы, а креативные творческие работники носители человеческого капитала.
