Роль Органов Местного Самоуправления В Системе Кредитования Населения: Координирование В Интересах Предпринимательского Сообщества Региона

Abstract

В статье обоснована необходимость корректировки реализуемого Центральным банком РФ курса, акцентирующегося преимущественно на административно-экономических мерах в рамках кредитной политики, которые больше связаны с манипулированием количественными показателями кредитования населения и ужесточением требований к определенным категориям заемщиков, в отсутствие попыток переориентирования целей заемщиков, что, будучи эффективной мерой изменения качества институциональной среды в сфере кредитования населения, могло бы способствовать рационализации кредитного поведения заемщиков и его гармонизации с интересами субъектов малого и среднего предпринимательства. Обоснована координирующая роль органов местного самоуправления, выступающего важным фактором активизации ресурсов социального капитала для стимулирования местного и регионального экономического развития.
