Кредитование Населения Как Фактор Устойчивого Развития Депрессивных Монопромышленных Городов (Концепция И Рабочие Гипотезы Исследования)

Abstract

В статье сформулирован ряд авторских гипотез о взаимосвязи устойчивого развития депрессивных территорий и политики федерального, регионального и муниципального уровня в сфере кредитования населения. Выявлены инфраструктурные и институциональные ограничения, связанные с кредитованием домохозяйств, препятствующие местному социально-экономическому развитию. Обоснована необходимость конструирования институциональных механизмов рационализации кредитования жителей депрессивных территорий, способствующих гармонизации целей и синхронизации сроков предоставления кредитных ресурсов населению со сроками и задачами программ местного социально-экономического развития. Выявлена роль органов региональной власти и местного самоуправления в трансформации кредитных ресурсов в финансы развития местных сообществ, заключающаяся в снижении трансакционных издержек и соответствующих рисков акторов системы кредитования населения, связанных с проблемой асимметричности информации.
