Abstract

Для современного этапа социально-экономического развития России и составляющих ее регионов определяющим фактором является обеспечение ускоренного и устойчивого экономического роста, прежде всего, в базовых отраслях. Роль и задачи субъектов Федерации, механизмы реализации социально-экономической политики государства на уровне регионов исследованы в работах многих отечественных экономистов [1, 4, 3]. В настоящее время основополагающим моментом является формирование обоснованной социально-экономической политики развития региона, базирующейся на глубокой научной проработке целей и определения приоритетных направлений ее структурной перестройки, повышения результативности функционирования.
