Совершенствование Российской Системы Снижения Негативного Воздействия Производственной Сферы На Окружающую Среду В Контексте Регулирования Трансграничного Загрязнения

Abstract

Российская Федерация, большей частью, унаследовала природоохранную систему и набор инструментов регулирования загрязнений в производственной сфере еще от Советского Союза. Платежи за загрязнение окружающей среды в России взимаются с 1991 года, но, как инструмент регулирования воздействия на окружающую среду, они не являются эффективными. Существующие в России стандарты качества окружающей среды являются слишком строгими, нереалистичными и дорогостоящими для их соблюдения. Выход реализация инструментов решения трансграничных экологических проблем в виде распределяемых разрешений на загрязнение окружающей среды.
