Abstract

На современном этапе системного кризиса экономики и общества России особенно существенно пострадала аграрная сфера хозяйственной деятельности и сельская среда обитания. Реализация аграрной реформы в области в 1990-1998 гг. характеризовалась следующими процессами и явлениями: всеобъемлющей либерализацией цен; насильственной деколлективизацией объектов сельского хозяйства; поспешной раздельной приватизацией предприятий в сельском хозяйстве и пищевой промышленности, дезинтеграцией АПК; созданием условий резкого увеличения ценового диспаритета между промышленностью и сельскохозяйственным производством; неперспективным, с экономической и социальной точки зрения, наделением сельских жителей земельными долями и имущественными паями; дезориентацией общественного мнения об аграрном производстве как о «черной дыре».
