Abstract

Переход к новому общественно-политическому строю привел к кардинальному изменению социальной политики в АПК. Коммерциализация аграрной сферы, обусловленная становлением рыночных отношений и осуществляемая в ущерб решению острейших социальных задач, способствовала обострению противоречий и снижению качества и уровня жизни сельского населения. Рынок социальных благ и услуг на селе приобрел нецивилизованный характер, ведущий к социальной эксклюзии наименее защищенных социальных слоев. Поэтому реформирование села нуждается в комплексном подходе, предусматривающем развитие многоукладности не только в произ-водственной, но и в социальной сфере.
