Abstract

C экономической точки зрения, являясь долей совокупного общественного продукта, государственные резервы образуют централизованный общественный страховой фонд накопления, формирование которого обеспечивается за счет централизованных налоговых отчислений. С учетом вышеизложенного, государственные материальные резервы можно определить как специально формируемые запасы стратегических ресурсов, предназначенные для использования в чрезвычайных и других неблагоприятных социально-экономических ситуациях, угрожающих национальной безопасности государства [1].
