Проблемы Сохранения Трудового Потенциала Безработных

Abstract

Рассмотрены проблемы сохранения трудового потенциала безработных как источника прироста трудовых ресурсов, необходимого в условиях модернизации. Исследована эффективность программ содействия занятости. В условиях сокращающегося демографического воспроизводства трудовых ресурсов следует противопоставить ему более полное и эффективное использование наличных ресурсов. Важная роль в реализации данной задачи принадлежит поддержке безработных, которая должна уменьшать недоиспользование трудового потенциала из-за затяжного поиска работы и деградации экономической активности. Однако сложившаяся в нашей стране система их поддержки не только не решает, но даже не ставит такой задачи. В результате, масштабы недоиспользумых трудовых ресурсов значительно превосходят масштабы их демографического выбытия.
