К Вопросу О Совершенствовании Системы Управления Жилищно-Коммунальным Хозяйством Города

Abstract

Преодоление затянувшегося кризиса в жилищно-коммунальном хозяйстве (далее ЖКХ), обеспечение устойчивого развития отрасли, является важной государственной задачей и требует коренного реформирования экономики, организации и управления в этой сфере. Кроме этого, решение проблем ЖКХ является необходимым условием развития муниципалитетов. Основными проблемами отрасли являются сохранение административных принципов управления отраслью, значительный износ основных фондов, недоступность долгосрочных инвестиционных ресурсов для организаций коммунального комплекса, несовершенство тарифного регулирования, устаревшие технологии и как итог неудовлетворенность населения качеством услуг в сфере жилищно-коммунального хозяйства.
