Совершенствование Механизма Управления Бюджетами Территорий

Abstract

Переход к трехлетнему бюджетному планированию на 2008-2010 годы вызван необходимостью введения нового механизма управления бюджетным процессом. На наш взгляд, это вполне естественно и нормально, если государство проводит финансово-бюджетную политику сбалансированного развития экономики, обоснованное разграничение функций и полномочий всех участников финансово-бюджетных отношений. Сама финансово-бюджетная политика государства не должна быть сводима только к государственной практике участия (прямого) в решении возникающих экономических проблем. Всякое превышение роли государства в области финансово-кредитных отношений ведет к нарушению целостности и единства не только самой государственной финансово-бюджетной политики, но и механизма управления финансами.
