Совершенствование Принципов Управления Региональными Земельными Ресурсами

Abstract

Земельные ресурсы являются важным фактором достижения широкого круга целей, которые взаимодействуют и могут конкурировать друг с другом; в этой связи желательно планировать и регулировать все виды их использования на комплексной основе. Комплексный подход следует применять на двух уровнях, на первом следует учитывать все экологические и социально-экономические факторы (в том числе, например воздействие различных экономических и социальных секторов на окружающую среду и природные ресурсы), а на втором, все компоненты окружающей природной среды (как, например, воздух, вода, земля, геологические и природные ресурсы).
