Собственные Налоговые Доходы Местных Бюджетов Краснодарского Края В Условиях Реформирования Межбюджетных Отношений

Abstract

Начиная с 1999 г. в России осуществляется комплекс мер, нацеленных на создание сбалансированной системы бюджетно-налоговой децентрализации в сфере общественных финансов, что означает количественное совпадение рассредоточенных налоговых источников и децентрализовано осуществляемых бюджетных расходов, а также достаточный объем бюджетных и налоговых полномочий на субфедеральном уровне. Однако если межбюджетные отношения федерального центра и регионов становятся все более прозрачными и адекватными современному состоянию экономики, то попытки внедрения специфичной модели российского бюджетного федерализма на уровне муниципалитетов, привели к несогласованности территориально опосредованных доходов и расходов общественного сектора.
