Abstract

Обладая собственной финансовой базой, муниципальные образования, вместе с тем, испытывают трудности в связи с недостаточностью финансовых ресурсов для полноценного и сбалансированного удовлетворения сложившихся и развивающихся потребностей территорий и их населения. Формирование муниципальных финансов сопряжено с решением вопроса о полномочиях органов местного самоуправления в бюджетной системе РФ и соответствующих им возможностях самостоятельного пополнения финансовых ресурсов.
