Abstract

В работе сравнивается влияние на общественное благосостояние различных инструментов регулирования вредных выбросов (налоговых платежей за вредные выбросы, продаваемых и бесплатно распределяемых разрешений на загрязнение), при условии, что уровень инновационной технологии является эндогенным параметром. Выяснено, что однозначно предпочитаемым остальным в любых условиях не является ни один из перечисленных инструментов регулирования. Ранжирование инструментов регулирования с точки зрения общественного благосостояния зависит от затрат на разработку инновационной технологии, степени имитации запатентованной технологии, функции предельных экологических выгод, и количества производственных фирм в отрасли, загрязняющих окружающую среду.
