Факторы Коллективных Действий (На Примере Жилищной Самоорганизации)

Abstract

Организация жилищного сектора в России основана на предположении о том, что общие интересы жильцов многоквартирных домов будут успешно реализованы активными коллективными действиями собственников. Однако в настоящее время для основного большинства собственников жилья характерны скорее пассивная позиция и явно выраженная ориентация на уклонение от участия в коллективных действиях по управлению МКД. Выявленные особенности поведения собственников квартир объяснимы в рамках теории коллективных действий, основоположником которой стал М. Олсон выстраивавший основную теорию коллективных действий, базируясь на минималистической концепции факторов, влияющих на коллективное действие. Однако учет таких факторов, как типы экономических благ и формы прав собственности позволяет существенно продвинуться в развитии теории коллективных действий.
