Оценка Структурной Эффективности Расходной Части Государственных Бюджетов

Abstract

В работе для оценки структурной эффективности расходной части государственных бюджетов предлагается сравнивать ранговые распределения бюджетных ассигнований с ранговым распределением обобщенной модели «принципа Парето». По результатам исследования структур федеральных бюджетов США на 1962-2010 гг. и консолидированных бюджетов СССР на 1985-1990 гг. получены значения критерия структурной эффективности, позволяющие классифицировать структуру бюджетов как эффективную, устойчивого развития и кризисную.
