Abstract

В условиях постиндустриального общества общей цивилизационной тенденцией является увеличение роли человеческого капитала в сочетании с ростом благосостояния и социальной стабильностью, которые достигаются в результате удовлетворения все возрастающих потребностей в общественных благах. Между тем социально-экономические процессы в период структурных изменений в российской экономике и связанные с ними риски экономической и социальной безопасности общества, перспективы демографического развития напротив сопровождаются сокращением общественного сектора.
