Автономизация Вуза Как Фактор Ускоренной Динамики Региональной Сферы Интеллектуально-Образовательных Услуг

Abstract

Особого внимания в плане формирования региональных преимуществ заслуживает анализ последствий введения в действие Федерального закона Российской Федерации от 3 ноября 2006 года (№ 174-ФЗ) «Об автономных учреждениях», принятый Государственной Думой 11 октября 2006 года и одобренный Советом Федерации 27 октября 2006 года. Именно этот закон может оказаться судьбоносным для сферы отечественного высшего образования, дав ей тот экономический импульс развития, который не способны дать административные требования к вузам перейти, наконец, к двухступенчатой системе обучения, к росту эффективности вузовской науки, к оплате непредусмотренной излишеств за счет заработанных самим вузом средств.
