Abstract

В результате активных процессов децентрализации экономики в нашей стране значительным стало участие территориальных органов власти и соответствующих бюджетов в решении экономических и социальных задач, стоящих перед российским обществом. Однако перенос тяжести в финансировании государственных расходов на региональный и муниципальный уровни не сопровождался адекватной децентрализацией доходов. Все это привело к неэффективному управлению экономикой и нерациональному использованию бюджетных ресурсов, подрыву предпосылок к устойчивому экономическому росту и усложнению условий для проведения структурных реформ.
