Abstract

Важнейшей составляющей стратегии реформирования региональных и муниципальных финансов является организация бюджетного процесса, ориентированного на результат, который был впервые применен на территории Ставропольского края в 2003 году. Среди основных принципов бюджетной системы РФ тогда же была заявлена «эффективность и экономность расходования бюджетных средств, необходимость достижения при составлении и исполнении бюджета заданных результатов с использованием наименьшего объема средств для достижения наилучшего результата с использованием определенных бюджетом объема средств» [4, ст. 34].
