Формирование Рынка Земель Сельскохозяйственного Назначения В Ростовской Области

Abstract

Одним из механизмов решения проблемы регулирования отношений собственности на землю является формирование земельного рынка, отвечающего интересам общества и сельских товаропроизводителей. Ликвидация монополии исключительной собственности государства на землю и передача подавляющей массы земель сельскохозяйственного назначения в "частные руки", создала реальные предпосылки для становления рынка земель. Главными из них являются: наличие земли как объекта купли-продажи, продавцов земельных участков и социально-экономическая мотивация их выхода на земельный рынок; платежеспособность покупателя; необходимая рыночная инфраструктура; организационно-правовой механизм оформления сделок; государственное регулирование земельного рынка на федеральном, региональном и местном уровнях.
