Abstract

В статье выявлены условия формирования финансовой базы местного самоуправления, предложена методика анализа структуры, устойчивости бюджетов и эффективности субфедеральной бюджетной политики, расчеты по которой осуществлены на материалах Новосибирской области за период 2006-2012 гг. Проведена оценка структуры местных бюджетов НСО, выполнен расчет характеристик неоднородности бюджетных показателей до и после выделения средств из областного бюджета. Проанализирована зависимость между безвозмездными перечислениями и полученными доходами, оценен предельный эффект увеличения налогов, поступающих в местные бюджеты.
