Трансформация Законодательства О Госзаказах В России

Abstract

В статье рассматриваются недостатки существующей системы госзаказа в Российской Федерации, в частности регламентация лишь стадии размещения заказа, создающая области дефицита регулирования. Доказывается несостоятельность этой системы, обосновывается необходимость ее трансформации в федеральную контрактную систему. Предложены принципы функционирования созданной системы, делается акцент на необходимых институциональных преобразованиях.
