Abstract

Рассмотрены проблемные вопросы освоения арктических зон России на фоне участившихся аномальных проявлений природы, кризисов в экономике и политической сфере. Сформулированы основные положения рентного научного мировоззрения, включая закон природной ренты, в том числе, его проявление в Арктике. Представленные в работе научные истины являются основой формирования инновационной экономической политики и стратегии освоения Арктики. Сформулирована научная проблема арктического развития РФ. Концептуально изложена методология ее решения на основе классификации природной ренты и природного капитала по единому критерию. Научно обоснована стратегическая цель и задачи освоения Арктики. Приводятся примеры практического опыта, подтверждающие обоснованность выдвинутой концепции
