Abstract

Статья посвящена описанию опыта применения проектного управления для решения государственных задач в период президентства Д.А. Медведева. Исследованная практика стала второй попыткой федеральных органов власти профессионально управлять проектами. Представляется интересным оценить подходы к организации подготовки и исполнения правительственных проектов с точки зрения их соответствия требованиям методологии проектного управления, описанной Руководством PMBOK. Удалось выявить не только частные успехи и проблемы проектов, призванных воплотить в жизнь основные направления деятельности Правительства Российской Федерации на период до 2012 г., но и возникающие в процессе внедрения трудности, связанные с российским административно-государственным аппаратом. Преимуществом проведенного исследования является его новизна, оценка соответствия проектов целям государственной политики, а также использование при подготовке статьи методических материалов и «закрытых» сведений федеральных органов власти.
