Abstract

В статье рассматриваются особенности программно-целевого метода и предпосылки его применения в государственном управлении как в советской, так и современной российской экономике. Описаны основные тенденции повышения эффективности бюджетной сферы в связи с изменением бюджетного законодательства. Изучены основные инструменты программно-целевого бюджетирования, выявлены отдельные проблемы использования данных инструментов в Пермском крае.
