Современные западные управленческие модели: синтез New Public Management и Good Governance

Abstract

В статье рассматриваются две доминирующие в последние десятилетия концепции государственного управления: New Public Management и Good Governance. Именно они определили содержание современных административных реформ, начавшихся в англо-саксонских странах и распространившихся на остальной мир. Авторы на основе синтеза указанных концепций выделяют параметры «идеальной» западной управленческой модели, которую как трафарет можно накладывать на реальные модели государственного управления, использовать при анализе административных реформ в различных странах для определения степени отклонения от образца.
