Abstract

Актуализируются процессы модернизации, происходящие в современной России, и в первую очередь, касающиеся довольно специфического слоя российского общества – бюрократии. Данное явление рассматривается с позиций немецкого классика-социолога М. Вебера. Сквозная мысль – несоразмерность российских административных реформ реальному положению бюрократии, наличных административных практик и традиций, существенное опережение замысла, идеологии, подходов и основных направлений административных реформ наличному состоянию современной российской бюрократии. Кроме этого, даются некоторые научно обоснованные рекомендации по изменению направления и идеологии реформирования института государственной службы в ракурсе устаревшей для Запада веберианской модели рациональной бюрократии.
