Abstract

Теории государственного управления по-разному оценивают существующие управленческие реалии, но простое обозначение режима как авторитарного или демократического малополезно для анализа сходства и различия явлений. Для уточнения понятий уместно прибегнуть к изучению научного дискурса, относящегося к конкретной стадии развития российских политико-управленческих отношений. В статье проанализирована дискуссия экспертов и профессионалов, сделан вывод, что отношения между государством, бизнесом и обществом в целом можно характеризовать как конфликтные: при ведущей роли государства, системе государственного посредничества между бизнесом и социальной сферой недостаток социальной инициативы – вот фактор, способствующий повышению конфликтности этих отношений.
