Abstract

В статье проведен анализ института полномочий разных уровней власти, гарантий муниципальных образований по формированию местных бюджетов и инструментов муниципального социально-экономического развития. С точки зрения стратегического управления социальноэкономическим развитием муниципальных образований проанализированы проблемы, которые возникают при реализации Федерального закона от 6 октября 2003 г. № 131-ФЗ «Об общих принципах организации местного самоуправления в Российской Федерации». Рассмотрены социальная и экономическая составляющие развития муниципальных образований; определены основные условия достижения прогнозируемых темпов роста социально-экономического развития муниципальных образований.
