Abstract

Финансовая система является совокупностью взаимозависимых элементов, не только принимающих участие в соответствующей финансовой деятельности, но и помогающих ее осуществить. Эта система включает в себя финансовые институты, а также финансовый инструментарий, предназначение которых состоит в создании условий, необходимых для прохождения процессов в области финансов. Бюджет является основой финансовой деятельности. Анализ и оценка его состояния это, фактически, «лакмусовая бумажка», отражающая как успехи, так и сложности в сфере соответствующей финансовой политики.
